Our HistoryEstablished in 1990 as Pinal Gila Behavioral Health Association, we served as the Regional Behavioral Healthcare Authority (RBHA) serving Gila and Pinal Counties for over fifteen years. In 2005 we restructured and renamed our organization Empowerment Systems, Inc. We continue our tax exempt status as a 501(c)3 charitable, non-profit corporation. Using our resources wisely, we emerged after reorganization as a strong community based advocate for health and human services throughout Arizona.
